Plover Place is a pilot housing project currently in development and expected to break ground in summer 2023. When completed it will offer 24 units of permanent housing between two nearby buildings. The target population will be single people experiencing chronic homelessness. Plover Place was developed through a process of consultation with many local housing providers and people with lived experience of homelessness, with a goal of a low-cost, easily replicable model of housing that encourages community and can be situated in almost any neighborhood. Case management, life skills development, and 24 hour staffing will provide people with the support they need to be successful in their transition into stable housing.
Plover Place was funded through American Rescue Plan money allocated to the City of Duluth and St Louis County. Because of its modular design and dignified but simple units, Plover Place will cost significantly less than traditional multifamily housing projects. Stepping On Up partners believe this pilot project will prove successful and become a model for housing for people experiencing long-term homelessness that would add value to many neighborhoods and communities across St Louis County.
One Roof Housing led the consultation and design process and are developing the units. Salvation Army in Duluth will take on staffing and programming for this project.
