Plover Place offers 24 units of housing to people who have experienced long term homelessness. Units are fully furnished and include private bathrooms and a galley kitchen with mini fridge and microwave. Each of the two 12-unit buildings also have a community room, shared full kitchen and laundry.
This new model of housing was developed through a process of consultation with many local nonprofits and people who have experienced homelessness. The goal was to build a dignified, low-cost, and easily replicable model of housing that can be situated in almost any neighborhood. Plover Place was funded through American Rescue Plan money allocated to the City of Duluth, St Louis County and the Duluth Economic Development Authority. Because of its modular design and simple but respectful design, this model costs significantly less than most new multifamily construction. Stepping On Up partners believe this pilot project will prove successful and soon be built in neighborhoods across Duluth and St Louis County.
Residents at Plover Place will have access to case management, life skills development, and 24 hour staffing to provide the support they need to be successful in their transition into stable housing and to pursue their own education, health and employment goals.

Salvation Army operates the new buildings and provides case management to residents.
Adults experiencing homelessness and living with a disability may qualify for Plover Place. Rent is determined by income and source of income. Currently, residents are selected through the Coordinated Entry system. If you are working with a shelter or other homeless service provider, please request a Coordinated Entry housing assessment to be added to the list. Otherwise, call 211 and request a housing assessment. This assessment will add you to the waitlist for multiple housing programs.
